Yes, the city council can amend the plan whenever they want, although there is an administrative process that amendments have to follow first. If the vote is 4-3 the mayor can veto the decision, but if the vote is 5-2, then the decision is final.
For individual properties, rezones are a standard administrative process that receive recommendations from the planners, are evaluated by the appointees on the Planning Commission, and then go to the Fresno City Council for final approval.
