The General Plan says that the Blackstone and Ventura-Kings Canyon Corridors are the city’s priority areas after Downtown. The key to promoting infill is to have mixed use along the major corridors with access to quality transit.

Implementing policies include “Design land uses and integrate development site plans along BRT corridors, with transit oriented development that supports transit ridership and convenient pedestrian access to bus stops and BRT station stops” (UF-12-a) and “Where traffic has previously been diverted to freeways, encourage incentives for more intense development along transportation corridors, such as the Blackstone Corridor, where there is now additional capacity” (MT-2-a).
